## Executive Summary
Ukraine accelerates foreign recruitment and pay hikes to counter manpower shortages amid war

## Intelligence Brief
Ukraine’s government has approved sweeping military reforms, including plans to fill up to 50% of assault infantry positions with foreign recruits. Coverage highlights the urgency of addressing personnel shortages, with outlets like *The Kyiv Independent* and *Reuters* framing the moves as a direct response to the ongoing conflict and escalating defense needs.

Watch for clarity on how foreign recruitment will be structured—whether through existing programs or new legal frameworks—and whether the pay hike will extend beyond infantry roles. Coverage may also track reactions from Western allies on supporting expanded foreign fighter integration, given past restrictions on direct involvement.
