## Executive Summary
President Zelenskyy has sparked public protests after ousting Defense Minister Fedorov amidst a broader government reshuffle to ensure wartime unity.

## Intelligence Brief
President Volodymyr Zelenskyy has removed Defense Minister Fedorov from his position as part of a major government shake-up. This decision, announced on July 15, 2026, comes as the Ukrainian leader demands greater unity within the war effort. According to reports from Politico and Radio Free Europe/Radio Liberty, Fedorov was viewed as a reformer, but his removal is now central to a continuing cabinet shuffle. The move has triggered immediate public reactions, with coverage indicating that the transition was a surprise to many observers of the administration's internal dynamics. Major international and local outlets are tracking the fallout of this decision. CNN and CNBC highlight that the ouster occurred despite Fedorov's previous successes in his role.

BBC News and Українська правда report that the removal has led to protests in various Ukrainian cities. Specifically, Українська правда notes that demonstrators have gathered near the President's Office in Kyiv, where they are explicitly calling for Fedorov to be reinstated as the defense minister. These outlets emphasize a growing tension between the executive branch's personnel decisions and public sentiment regarding the ministry's leadership. Context for the dismissal is provided by Українська правда, which states that President Zelenskyy could no longer tolerate the ongoing conflict between Defense Minister Fedorov and the Commander-in-Chief, identified as S. This internal friction between the civilian leadership of the defense ministry and the military command appears to be the primary driver behind the shake-up. The need for a cohesive command structure during the ongoing Russian war on Ukraine, as noted by Forbes, makes the stability of these high-level relationships critical to the national defense strategy and the overall coordination of the war effort.

Future developments to monitor include the outcome of the protests in Kyiv and other cities as citizens continue to demand Fedorov's return. Because the coverage describes this as part of a wider cabinet shuffle, further removals or appointments within the Ukrainian government may occur. Attention will also be on how the relationship between the new defense leadership and Commander-in-Chief S evolves, as the primary goal cited by Zelenskyy is the restoration of unity. Coverage does not yet specify who will replace Fedorov or the exact timeline for the remaining government reshuffle.
