## Executive Summary
Severe drought along the Danube River is forcing nuclear plants in Romania and Bulgaria to take emergency measures as water levels hit record lows.

## Intelligence Brief
A severe drought is causing record-low water levels across the Danube River region, leading to critical infrastructure challenges in Eastern Europe. In Romania, the government has adopted new measures to increase water levels to ensure the Cernavoda nuclear plant remains cooled. According to reporting from The Economic Times, Romania sank four rock-filled barges into the Danube earlier this month to assist in keeping the reactor operational. Meanwhile, in Bulgaria, low water levels in the Danube are forcing a nuclear plant to plan its first output cut to reduce capacity. In Hungary, the drought has hit lakes and rivers particularly hard, with Lake Velence reaching record-low levels. Coverage from a wide range of outlets, including Reuters, Bloomberg, and U.S.

News & World Report, emphasizes the immediate risk to nuclear energy production. While Bloomberg focuses on the safeguarding of the Romanian plant, Reuters highlights the capacity cuts occurring in Bulgaria. E&E News by POLITICO reports that Europe currently has no comprehensive plan to address the drying of the Danube. The Guardian describes a devastating scene along the riverbed involving destroyed crops and the emergence of a site referred to as the 'Rock of Starvation,' while also noting the presence of cyclists traveling across the dry riverbed. This crisis is framed by long-term environmental management and current climate extremes. AP News notes that Hungary drained its waters for generations, and the current drought is now exposing the long-term cost of those decisions.

The interaction between human intervention and nature is a central theme, as reported by Euronews, which discusses the hope for harmony between the two. The situation is further complicated by the reliance of nuclear facilities on river water for cooling, making the river's depth a matter of national energy security for Romania and Bulgaria. Future developments to monitor include whether Bulgaria follows through with its planned nuclear output cuts and if Romania's strategy of sinking rock-filled barges proves effective in maintaining the Cernavoda plant's operations. Coverage from OilPrice.com suggests a broader European nuclear cooling crisis may be unfolding. Observers will be watching for any emerging European-wide plan to manage the Danube's water levels, as current reports indicate such a strategy is lacking. The continued decline of Hungarian lakes and rivers will also remain a point of focus as the drought persists.
