## Executive Summary
Ukrainian drone strikes have reportedly disabled a major Russian oil refinery in Perm for the second time within a single year.

## Intelligence Brief
A major Russian oil refinery located in Perm has reportedly been knocked out following an attack by Ukrainian drones. The attack is part of a broader effort by Ukrainian forces to disrupt the industrial and energy capabilities of the Russian Federation through precise aerial strikes on critical infrastructure sites. Coverage of the incident has been provided by several outlets including Meduza, Reuters, and The Kyiv Independent. Meduza specifically attributes the report regarding the refinery's status in Perm to Reuters, noting that the facility was effectively knocked out.

The Kyiv Independent has also focused on the scale of the event, describing the targeted site as a major refinery, while Asia Times has provided a broader analysis of the strategic motivations behind these types of operations against the Russian energy sector. To understand the significance of this event, readers must consider the recurring nature of these strikes. The fact that the Perm refinery has been hit twice this year suggests a pattern of targeting specific nodes in the Russian oil infrastructure. This strategy aims to degrade the logistics and production capacity of Russian oil, which is a primary component of the nation's economic stability and military funding.

The repeated targeting of the same facility indicates a persistence in Ukrainian tactical goals regarding energy disruption. Future developments to watch include further reports on the extent of the damage and the timeline for the refinery's restoration. Based on the analysis from Asia Times, observers will likely monitor whether this attack is followed by similar strikes on other oil infrastructure locations. Coverage does not yet specify the total volume of production lost or the specific types of drones used in the Perm operation, leaving these as key details for subsequent reports from the cited news organizations.
