## Executive Summary
Law enforcement agencies are replacing Flock Safety cameras with similar technology from Axon amid public backlash and equipment destruction.

## Intelligence Brief
Law enforcement agencies across the United States are ending their contracts with Flock Safety and transitioning to alternative surveillance systems. In Durango, the city has announced that it will end its contract with Flock in 2027. Similarly, the Kenosha police are ending their Flock contract and moving their operations to Axon. This shift is described by Jalopnik as a trend where Flock cameras are being removed only to be replaced by the same type of technology under a different brand name. The movement away from Flock is affecting various entities, including certain portfolio holdings as noted by TheStreet Pro. Coverage from 404 Media and Gadget Review emphasizes a specific tactical shift regarding the physical appearance of these surveillance devices.

Police are reportedly asking Axon to design its cameras so they look different from Flock cameras. The stated goal of this request is to prevent people from destroying the equipment. Gadget Review reports that Axon is being asked to disguise its cameras specifically because of the backlash that has targeted Flock Safety hardware. This suggests that the physical branding of the cameras has become a liability for law enforcement agencies attempting to maintain surveillance networks. To understand why this shift is occurring, the coverage points to a significant public backlash directed at Flock Safety. The transition to Axon represents a continuation of automated license plate recognition or similar camera technology, but with a different provider.

The conflict centers on the visibility of the hardware; when cameras are easily identifiable as Flock products, they become targets for vandalism. Consequently, the move to Axon is not necessarily a move away from the technology itself, but a strategic shift in how that technology is deployed and branded in public spaces to avoid detection or destruction. Looking forward, the primary development to monitor is whether Axon implements the requested design changes to disguise its hardware. The timeline for Durango's exit from its contract indicates that some transitions will not be complete until 2027. Observers will be watching to see if the transition from Flock to Axon successfully reduces the rate of equipment destruction. Further reports from outlets like 404 Media and Jalopnik may clarify if other cities are following the lead of Kenosha and Durango in replacing their existing surveillance contracts with Axon.
