## Executive Summary
President Putin has ordered Russian military leaders to abandon the rules of war and target civilians in Kyiv, according to Zelenskyy.

## Intelligence Brief
Recent coverage details a major escalation in the ongoing conflict, as reported by outlets including The Independent, Українська правда, The Daily Beast, Financial Times, and Kyiv Post. Russian President Vladimir Putin has reportedly instructed his generals and military leaders to abandon the rules of war entirely. This directive coincides directly with a strategic focus on targeting civilians within the Ukrainian capital of Kyiv through deliberate Russian strikes. Ukrainian leadership has responded swiftly to these developments, with President Volodymyr Zelenskyy addressing the strikes on Kyiv directly.

According to the coverage, Zelenskyy states that the underlying objective behind these targeted attacks on the capital is to force Ukrainians to leave the city altogether. Publications such as the Financial Times and The Independent emphasize the explicit nature of Putin's order regarding the abandonment of warfare regulations, while other outlets characterize the situation through varying analytical lenses. The context surrounding these events builds upon a long history of attacks on civilian infrastructure during the conflict, though the reported directive to explicitly abandon the rules of war marks a notable focus in current reporting. Coverage from The Daily Beast frames the exposure of this order as a point of humiliation for the Russian leadership, describing the command itself as desperate.

The reports do not yet specify the full operational mechanics of how this order was intercepted or exposed to the public. As the situation develops, observers and readers are left to monitor further official statements from Ukrainian authorities regarding the condition of Kyiv and its residents. Coverage does not yet specify whether international bodies will issue formal responses to these reported orders. Future updates will likely track the ongoing humanitarian impact on the capital's population as well as any shifts in military strategy by either side in response to the exposed directive.
