## Executive Summary
Latvian officials report an aggressive provocation involving armed masked men entering from Belarus to threaten troops and steal surveillance equipment.

## Intelligence Brief
Latvian officials have reported a security breach involving armed and masked intruders who entered Latvian territory from Belarus. Following this interaction, the intruders themselves crossed into Latvia, where they carried out acts of sabotage. Coverage of the incident is being provided by Yahoo, The New Voice of Ukraine, and Українська правда. Reports from these outlets emphasize the aggressive nature of the incursion.

Specifically, a Latvian minister has characterized the event as an especially aggressive provocation. This event takes place within the context of ongoing tensions between Latvia and Belarus regarding border security and the movement of migrants. The use of armed, masked individuals to threaten national troops and dismantle surveillance technology marks a escalation in the methods used during these border disputes. Future developments to watch include official responses from Belarus regarding the actions of the armed men and the status of the stolen surveillance equipment.

Based on the statements provided by the Latvian minister, the government is treating this as a provocation, which may lead to further diplomatic or security measures. Monitoring will continue to see if additional incursions occur or if Latvian officials provide more details on the identity of the masked individuals who carried out the sabotage.
