> **Open Intelligence Dossier** · First detected: 2026-10-25 22:20 UTC · Category: World

## Executive Summary
Zelensky links a surge in Russian attacks to a new restriction on Elon Musk's Starshield satellite service.

## Intelligence Brief
Euronews.com reported that Russian strikes across Ukraine killed four people and injured 28, according to authorities. Zelensky’s remarks linked the intensity of the attacks to a recent restriction on Elon Musk’s Starshield satellite service, as noted by Newsweek. Coverage emphasized different facets. Euronews.com highlighted the death toll and the broader casualty figure, citing Ukrainian authorities for the numbers.

The reports arrive amid an ongoing conflict that has seen frequent Russian aerial assaults, including drone deployments, against Ukrainian infrastructure and civilian areas. Satellite communications services such as Starshield have been used by Ukraine to coordinate defenses and maintain command links. The mention of a restriction on that service suggests a potential limitation on Ukraine’s ability to counter or monitor Russian attacks, a factor that Zelensky highlighted as amplifying the scale of the current barrage. Observers will watch for additional statements from Ukrainian officials regarding the impact of the Starshield limitation on operational capabilities.

Monitoring of further Russian strike patterns, especially drone activity near Kyiv, is expected. International responses, including any diplomatic or commercial actions concerning Musk’s satellite services, may also develop as the situation evolves.
