## Executive Summary
Finland and Norway are leading a boycott of Russia in international ice hockey following a CAS order to reinstate the Russian teams.

## Intelligence Brief
Finland has announced that its national ice hockey teams will refuse to play against Russia in upcoming tournaments. This decision is part of a broader movement among Nordic nations who have expressed their refusal to face Russia in the ice hockey World Championship. According to reports from AP News and Reuters, the Finnish hockey body is currently leading a push to ensure Russia remains excluded from these World Championships. This development indicates a significant rift in international sports competition as several countries threaten to boycott the games if Russia is permitted to compete. Coverage from the Financial Times, Al Jazeera, and Yahoo Sports emphasizes that this boycott effort extends beyond Finland, specifically naming Norway as another nation refusing to face Russia in the world championships.

Bloomberg reports that European nations are currently racing to oust Russia from the games, highlighting a trend where ice hockey has become deeply political. DW.com further notes that an ice hockey official is presently considering various options in response to an order from the Court of Arbitration for Sport (CAS) to reinstate Russia into competition. The current tension stems from the legal directive issued by the Court of Arbitration for Sport (CAS), which mandated the reinstatement of Russia. This order has created a conflict between the legal requirements of sports governing bodies and the political stances of individual nations. The stakes include the viability of the tournament structure and the participation of key European teams.

The coverage suggests that the push to keep Russia out is being driven primarily by Nordic countries who are unwilling to adhere to the reinstatement order on the ice. Looking forward, the 2028 World Juniors tournament has become a specific point of contention. According to Daily Faceoff, a Finnish city has stated it will refuse to host the 2028 World Juniors if Russia is allowed back into the competition. Observers are now watching to see how ice hockey officials handle the CAS order and whether other nations will join Finland and Norway in their boycott. The outcome depends on whether the governing bodies can find a solution that satisfies the legal mandate while preventing a widespread boycott of the World Championships.
