## Executive Summary
MLB proposes postponing the implementation of a salary cap and floor until 2028 to prevent a lockout and allow free agency to proceed.

## Intelligence Brief
Major League Baseball has introduced a proposal to delay the implementation of both a salary cap and a salary floor until the 2028 season. This strategic move comes as the league engages in ongoing negotiations with players. According to reports from ESPN, AP News, and NBC Sports, the primary objective of this proposal is to ensure that the current free agency process can proceed without interruption. By pushing the cap timeline back, the league aims to avoid a potential lockout that would otherwise freeze player movement and contract signings during the off-season. Coverage of this proposal is widespread across major sports and news outlets. Yahoo Sports specifically highlights that the delay of the cap and floor is intended to allow free agency to move forward before a lockout occurs.

CBS Sports emphasizes the urgency of these new negotiations, noting that the expiration of the current Collective Bargaining Agreement is rapidly approaching this December. The reporting across these outlets underscores a high-stakes environment where the league is attempting to find common ground with the players' union to maintain operational stability. To understand the current situation, it is necessary to note the looming December expiration of the Collective Bargaining Agreement. The possibility of a lockout has created significant anxiety not only within the sport but also in adjacent markets. The New York Times has reported on the potential ripple effects of a lockout, specifically focusing on how such a labor dispute could impact the baseball card industry. Staff and industry experts have been consulted to weigh in on how a lack of play or official activity would affect the valuation and trade of sports collectibles.

Looking forward, the focus remains on the outcome of the talks between MLB and the players regarding the 2028 delay. While MLB.com is highlighting general storylines as the Hot Stove period begins, the central tension remains the December deadline. Observers are watching to see if the proposal to postpone the salary cap is accepted by the players or if the league will face a lockout. The resolution of these negotiations will determine whether the free agency process proceeds as planned or if the industry faces a period of significant disruption.
