## Executive Summary
Ukraine and Russia send upgraded delegations to Abu Dhabi peace talks as Zelenskyy labels a Trump-linked plan dangerous.

## Intelligence Brief
The Kyiv Independent reported that a senior Ukrainian official confirmed Umerov’s appointment despite earlier media confusion about who would represent Kyiv. The talks, hosted by the United Arab Emirates, are intended to address the ongoing conflict that began in 2022. Umerov’s leadership signals Kyiv’s intent to engage directly with regional mediators. At the same time Politico noted that Russia has upgraded its own delegation to Abu Dhabi, indicating a higher‑level diplomatic presence than in previous sessions. The Russian move was reported alongside a public warning from President Volodymyr Zelenskyy, who described a plan associated with former U.S.

Both outlets highlighted the parallel diplomatic shifts. The upgrade suggests Moscow is seeking greater influence in the negotiation framework. The backdrop to these moves is a war that erupted in 2022 and has seen multiple cease‑fire attempts and indirect negotiations hosted by neutral venues. Zelenskyy’s caution reflects broader concerns about external political factors shaping the peace process. Stakeholders view the presence of senior envoys as a test of the city’s capacity to host substantive dialogue.

Analysts will watch whether Russia’s upgraded delegation translates into concrete proposals at the Abu Dhabi table and how Umerov’s leadership influences Ukraine’s negotiating posture. Further statements from the Ukrainian and Russian foreign ministries, as well as any clarification of the “Trump plan” referenced by Zelenskyy, are expected in the coming days. Ongoing coverage from the Kyiv Independent, Politico and other international media will track the talks’ evolution.
